The issue of what the President's authority to wage whatever Paul means when he says war was settled long ago with the War Powers Act of 1973, which allows the President to take pretty much any military actions he wants without telling Congress about it for 48 hours and to continue that action without Congress' approval for 90.

That's 60 days for Military Action, with 30 additional days for withdrawal, & Most Administrations have Ignored it.

Suppose we were to include all the efforts to interdict drug smugglers from Venezuela as part of the operation, that would be over 90 days, but does that mean the US must end those operations without Congressional approval? the problem is, without a clear definition of what constitutes a war, we have no way of knowing when the War Powers Act can be applied.
