Obama struck a deal to save millions of American jobs in Great Recession - it was called Stimulus and conservative bitching about it was non-stop for 8 years...until Trump announced his stimulus that is.

The stimulus spending did not provide shovel ready jobs or help with the infrastructure like they promised. Much was wasted and there was poor oversight of the spending.

The company which owns Carrier receives over $5 billion a year in Defense Department contracts. They're maintaining good relations with the incoming administration in the hopes of improving their standing with the administration for all of that defense spending Trump is planning.
