Currently until they retire the US has Cruisers that defend Carriers and act as Task force Command in independent forces. If you had BOTHERED to read the article you would know the Navy canceled the CGX and have NO replacement for it and plan no replacement. What they proposed was to pull 11 of the 22 cruisers they currently have out of services and around 2020 begin to modernize them so that they can serve another 15 years.

Destroyers are not a replacement for cruisers. We already are retiring our frigates and one class of destroyer. Destroyers are to small as combatants when faced with cruisers of other navies.
