"Health" was covered in the national discussion at least as far back as 1973 in Doe v Bolton. It was covered for years with the Hyde Amendment.

This isn't something new. It's not something someone just came up with.

State laws still do not trump federal laws and the late term abortion ban which does not have a health exemption is still in place.
