If FEMA is like my city's curbside trash collection, those hurricane victims are in big trouble. They wait until the grass on the terrace is good and dead before they pick up yard waste. They post a pickup schedule for us, but don't follow it themselves.

One problem is that many city street workers take off for hunting leaving crews shorthanded. Back in the day low risk prisoners in the city jail were given the opportunity to get out for a day to help with such work. However, the Dems shut that down, so now we routinely have uncollected piles of leaves and yard waste frozen under the winter snow, not to be collected until the next spring.
