It is very routine for C-17s to land at a commercial airbase.

I have worked on them for a decade and we almost always stopped at a small airport in England or Germany. Rarely we would stop at Ramstein when going to the ME on our fist stop. Never stopped in Lakenheath though that would seem to be another good option. Further, it is not the president that determines where the crew stays. It is not command that determines where the crew stays. It is not even regulated where they stay. The crew is given a max allowance to spend per night on hotels and THEY CHOOSE where they want to stay.
