FEMA isn't insurance ... it's welfare ... just like welfare, it's based on need ... insurance is based on want ...

I have fire insurance, if a fire or windy storm or earthquake were to destroy my home ... I get a check to cover my losses ... however, I don't have flood insurance so if my house floods, I won't get a penny from insurance ... I'd have to rely on charity ...

Republicans aren't very charitable, to that's why North Carolina is still not getting enough welfare money ...

That's a farce. I went through the distressed area and saw people digging themselves out, not waiting for or (anymore) expecting government assistance. They were helping each other get back on their feet. This hurricane was Joe's Katrina.

Most hurricanes we have the roads clear before county and state even show up.

Different when roads are gone, but locals fix a lot of problems.

That's not how it works. The House, Senate and the president pass spending bills, authorizing FEMA's budget. At that point, it's under FEMA's control. IOW, they don't go back to the House and ask if they can spend the money that's already been appropriated for them. They have to if they need additional funds, but not for their budget.

The request, submitted Monday, includes $40 billion for the Federal Emergency Management Agency to provide aid in the aftermath of Hurricanes Helene and Milton, which caused catastrophic damage in Florida and several other states across the Southeast in September and October.

Some of the additional funding the administration is requesting would also be used to respond to other emergencies, such as last year’s devastating wildfires in Maui, tornadoes across the Midwest and the collapse of the Francis Scott Key Bridge in Baltimore in March.

Congress, which returned to work last week following the Nov. 5 presidential election after lawmakers spent over a month in their districts, must decide whether to take up the request through standalone legislation or as part of an end-of-year spending package.
