I think it was reported as a shooter because that's what the colleges labeled it for notification purposes rather that active attack.
The reports I heard VERY EARLY on were black man pulls fire alarm then runs down people fleeing building then gets out and attacks with a machete.

Seems pretty accurate thus far. The only thing in question is motive and based on the style of the attack I'm guessing it may likely be terrorism.
