The group fought for and under the auspices of the Chinese Air Force and The People’s Republic of China, with no direct ties to America’s armed forces. Indeed, most of the young pilots had resigned previous commissions in the United States Army Air Corps, Navy, and Marines prior to boarding a ship in San Francisco in July of 1941 and setting-sail for far-off Indo-China.

Now the P40 was not a civilian airplane. It was designed to use by the Army Air Corps, later the Air Force. Since they belonged to the US Government, only an official of the Administration hand them over to China. FDR did it secretly.
