Why are we paying African Countries tens of thousands of dollars to take immigrants (and only a handful of them.)?

Seems like a waste of resources that can be better put to use deporting people whose home countries ARE willing to take them.

Marrying a US citizen entitles you to consideration for a green card.
No, we don't need to send our tax dollars to third world countries to hold people who are going to end up coming back eventually.
