Yes, but the size of the states varies wildly, so, the only accurate way to gauge them is by capita.

I mean, if you had a state of only ten people and 5 were on SNAP, it would hardly be helpful to report that half the state was on SNAP, even if that were technically accurate--- it is still just 5 people.
