Zalensky was warned time and again by Moscow to stop building up the country as a pre-invasion base, warned time and again to stop dabbling in NATO membership.... The Russian buildup on his board of took 60 days to complete.... In fact it probably took longer than that.... All during this time the paperwork was offered again and again simply agree not to join NATO.

Being emboldened by external interests who had no concern for the cost they were about to inflict on Ukraine Zelensky chose foreign interests over the welfare of his own people.

So while technically it is correct that Russia took the first military action it is also correct to say that Zalensky is at least 50% responsible for it.
