You are leaving a few key components out of that discussion.

The reason why we had a huge influx of undocumented immigrants in the 1990's was because, as part of NAFTA, American agricultural products could flow into Mexico duty-free, , resulting in millions of Mexican Agricultural workers being displaced. And low and behold, where did we need an influx of agricultural workers? You guessed it, the US of A!

Securing the border is a fools errand. You need to address the issue of why they come here to start with.

Here's the problem with "Securing the border". If you catch someone and send them back, they try again the next day. And the next day. And the day after that.

The real problem was that before we "Secured the border", migrants would come up here, work a seasonal job for a few months, and then go home.

Then we "Secured the border", so they figured if you got past the border once, there was no point in doing it again year after year.

The SENSIBLE thing to do would be to create a guest worker program like they have in Germany. Seasonal workers come for a while from poorer countries to do unsavory jobs and go home when they've made enough money.
