As he was figuring it out he had to make some additional decisions to protect the people and the island.

So...he had an entire list walking in that he wanted to accomplish when he started out. He wanted a real education system. He got some things accomplished and some things were just too far fetched or entirely too idealistic. He admitted this.

He started this as a young man and ended as an old man.
