It was easy to get a Green Card in the 1960s. My father was attending school in the US and got a job as a garbage man. He went to the local immigration office and they gave him a Green Card when he showed them his job offer.

I had to pay about $25,000 and spent years waiting for mine. Most Americans don't know how Byzantine the immigration process is in this country.

The US didn't have a formal refugee and asylum process until 1948. He was waiting under the quota system, and yes, he got preferential treatment because he was "white".

In the 1960s, socialism had not ruined all of Central and South America. So there wouldn't have been all that much flight. People don't like to leave their homes, their relatives, their girlfriends, the places they're familiar with.
