It's features dictate it's appearance. It's function dictates it appearance. And the law needs to read to that affect. Assault Weapons are only in the Military. The AR and all it's variants are in the civilian world and are directly the weapon chosen for getting a high body count in school, theater, ect. shootings. The day that you could go for a high body count with your glock and a shotgun or even a 9mm semi auto rifle are gone. The glock and the 9mm rifle have high fire rates but low rates of fatalities. And the shotgun is bulky as hell and only holds so many rounds.

I don't support confiscating the AR types but I do recommend that they are regulated more than they are today.

The Mini14 has to rock the mag backward to lock it. Plus, the bolt is not in a friendly position. Now, add to the face, it's heavy in comparison to an AR. And most mags are of the 20 and smaller variety. In many states, there is a 15 round capacity law and you can buy them with a 15 round instead of 10 or 20 or 30 round to meet that legal requirement. Now, about which is better hunting without a scope? Look at the length between the front and rear site. The Ruger is lower to reload but superior at long range in comparison. But most of all, the Mini14 is not part of a cult like the AR is.

Actually CA law reads 10 round. But it's never been taken to court like colorado where it was deemed a 15 round was good while the 10 round was a bit on the light side. You want it changed in CA, sue the state. If all you want to do is to cry in your 3.2 beer, knock yourself out.

In normal crime where it's traditional to use a handgun, yes. No change. What did change was the person going for the body count record going to places with lots of bodies. And that went down, way down during that time. But when it was lifted, the body count warriors ran for the schools, theaters and outdoor activities. You can call me on this but I'll make you a wager.
