2 ways of boosting economy - welfare to poor or bail outs to banks - which is better?

Bush gave bail outs to banks in an effort to boost economy. Obama gives food stamps to poor in an effort to boost economy. I would like to hear democrats and/or republicans explain the difference how one way is any better than another way. please indicate if you do not believe either side so that I can identify you and take you more seriously.
