It depends which taxpayers agree or don't agree to pay for the costs.
Or which medical professionals agree or don't agree to perform the operations.

As far as I know, if the donation/surgery is funded privately, anyone can agree to pay for anything. And hire whoever is willing to perform the procedures.

Just don't ask Jehovah's Witnesses to support anything requiring blood or organ donations!
(unless you want a huge long lecture or debate on what constitutes "consuming blood" and goes against the Bible)
