Didn't he already wish the people well? What more can he say or do? I think his best course of action is to wish everyone well and get back to campaigning.

When and where was that?

Does anyone who is historically knowledgeable remember any time that a national event happened and if there was a statement by both candidates?

Yeah how about 2008 when Obama and McCain 'suspended' their campaigns to solve the financial crisis. I'm no Romney fan but I am 99.9% sure that he DID wish the people in the storm well.

Team Romney is collecting supplies at their campaign offices for local relief efforts.
