Motor pacing is a type of human-powered record where a pace vehicle is modified by adding a tail fairing to keep the wind off the cyclist who is riding behind it. This type of record was invented by Charles "Mile-a-Minute Murphy" who drafted a train to set a 96 km/h (60 mph) record in 1899. Meanwhile, let's look at some math.

According to this calculator, it would require a 175lb rider to generate 64,000 watts to cycle at 176 mph without any fairing to cut the aerodynamic forces.

How many watts can a cyclist actually produce?

As you can see, the best human efforts at producing power over the course of an hour on a bicycle are around 300-400 Watts.​

Yeah, I don't think the fossil-fuel industry is facing much of a threat from bicycles.

At least as practiced in the video shown in the OP, the pace vehicle is not just keeping the wind off of the bicycle. It is actually pulling the bicycle along, in its wake. It's really not much different than if there was a rope from the pace vehicle to the bicycle.

The power that is propelling the bicycle up to this speed is not coming from the bicyclist's muscles; it is coming from the pace vehicle.

Not entirely, the pace vehicle acts as a drag cutter so the rider is in a bubble of air that is moving with the car. It still requires considerable effort on the part of the cyclist, but you are correct, the title of the OP was written by an uneducated moron.
