That allowed for the sale of high tech from US companies as well as European Companies. How else do you think we knew he had a WMD program in the 80's? Ronnie sold it to him. He was the granddaddy of the Pseudo Conservatives. While Carter pushed for energy independence as well and decriminalization of Marijuana. RayGun wanted to tear down the Solar Panel Carter installed at the White House.
