The technology provided by the United States to India does not only help to prevent the People's Liberation Army from entering Indian Ocean, but also to reduces Russian influence in the region, according to China's nationalist tabloid, the Global Times.

Russia has been a major supplier of weaponry to China, India and Vietnam since the days of Cold War. Despite territorial disputes between China and India, Russia has been attempting to establish a stable alliance with both nations, to counter the West. A meeting between Sergei Lavrov, the Russian foreign minister and his Chinese and Indian counterparts, Wang Yi and Sushma Swaraj was held on Feb. 2 in Beijing to strengthen the cooperation among those three nations.

Facing the direct threat of Chinese maritime expansion into the South China Sea and Indian Ocean, India sought helps from the US for the construction its new aircraft carrier, INS Vishal. Unlike other aircraft carriers belonging to the Indian Navy, the INS Vishal's designs are inspired more by America than Russia. It is likely to be built with the angled flight decks currently used aboard different classes of US aircraft carriers, including the USS Gerald R Ford and USS Nimitz.

Also, the INS Vishal hopes to obtain the technology to create an Electromagnetic Aircraft Launch System, which uses a linear motor drive instead of conventional steam piston drive to launch aircraft from an aircraft catapult, from the United States. Yet as aircraft carriers play such important roles for the Indian Navy, it will be very difficult in the future for India to say no to the US if Washington allows New Delhi to have such technology.

Once India begins to design its aircraft carrier with US technology, it will eventually purchase American carrier-based aircraft like the F-35C fighter and E-2D early warning aircraft as well. The combined total of the new carrier and the aircraft could net the US a total of US$10 billion, according to Global Times. After the new craft is completed, Russian assistance will no longer be needed either. With the inking of this deal, Russia's goal to form an Asian security partnership with China and India seems to be a nonstarter.

Rear Admiral Li Jie suggested that India should take longer to consider its purchase of American technologies. He said that the Indian Navy has a tradition of using the Russian style ski-jump flight deck. The sudden change to an angled flight deck and the use of the Electromagnetic Aircraft Launch System would turn all the Indian Navy's accumulated knowledge on carrier operation into nothing, according to Li.
