"Low" voter turnout is not a problem. Everyone who declines to vote is sending a message to the Authorities, either that they are too stupid, just don't care, or maybe don't like the available options. Regardless, not voting is a choice and produces results.

Movements to increase voter turnout are insidious, and invariably result in low-information and gullible voters turnout out to support the candidates promoted by pressure groups.

If I were Emperor, elections would be held between midnight and 3 am on Saturday nights, with no mail-ins and no exceptions. The only problem I see is that a lot of voters would be drunk, but that's OK.

When we go shop online, do we get what we order?
Or do we vote for items and get whatever the majority ordered?

We can only get accountability when people pay
their taxes to the policies they vote for that represent them.

Churches are run this way. Nonprofits are run by voluntary
donors and participants. If they don't provide efficient services,
people will donate elsewhere that does a better job.

We need to treat voting and taxes the same way.
If you vote for a party and those leaders and plans,
they you pay for those programs, the members and the
jobs for those leaders you agree represent your beliefs and interests.

By freedom of choice and free exercise of religion
which includes political beliefs and religions
that nobody can be forced against their will to fund or follow or it's abuse.
 
Both parties are more interested in less people voting on a regular basis that more voters. The less voters to turn out, the less you need to make an argument for your stance.
