I think Summers and Romer were intelligent enough economists to be concerned about their little Keynesian stimulus that they threw that "jobs created and saved" into their projections just as an insurance policy! I think they had a good idea that spending the majority of the stimulus to keep the public sector working while millions of Americans in the private sector continued to lose their jobs wasn't going to grow the economy.
