American presidents operated on the honor system when it came to term limits. Wouldn't you know a 20th century liberal democrat would force an Amendment to the Constitution. The dirty little secret was that democrats knew that FDR was a virtual corpse when they ran him for a 4th term. They knew that he would not live to serve his term so they hand picked his successor and fired the heir apparent V.P. while he was on vacation. Democrats got away with it because their was no fair and balanced media at the time. FDR's medical records disappeared from a locked safe after he died and not a single member of the media at the time was curious enough to investigate the issue.
