There was no indication that Putin wanted to conquer Ukraine...he wanted assurance that broken promises would be reconstituted.

Well he just needed an excuse. You can be sure China approved as they saw an opportunity to keep the West engaged elsewhere, ditto for Iran and their funding of problems in the M.E. They don't want America to go to full out war against their proxies such as Iran as they have a friendly government installed there, but they want Americas attention elsewhere just in case they need to move on Taiwan or Pacific islands. Every nation is getting what they want, fhe smartest nation sits back and lets everyone else beat the hell out of each other and spend resources. The pressure was to block Russian access to the black sea port for their Navy. Putin responded accordingly.....granted he may have wanted to do it.
With Ukraine I do not believe he would have invaded with a promise for Ukraine to stop persecuting Russian nationals and to keep NATO out.
