ANSWER IS-------------->no; and it doesn't make a whit of difference what the rest of the world thinks either-) You see, CONGRESS can vote NOT to give Ukraine the money for their transgressions, OR the President can veto it, but they can NOT authorize it, then with hold it permanently, or past the fiscal year in which it was appropriated.

Notice if you will, Trump did not do this! It was released BEFORE the end of the fiscal year in which the money was appropriated, but Biden threatened to!
