By law, Bush 41 had, indeed, violated the War Powers Act (WPA) by pre-positioning hundreds of thousands of military combat personnel in Saudi Arabia and the Gulf region without the necessary AUMF required by the WPA months before he finally requested an AUMF on Jan 8, 1991, at least 5 months after the build-up of forces began.

That was a violation of a Federal statute, the inherent separation of powers and Bush 41's Oath of Office, all three of which were and are impeachable offences individually, which is to say nothing of the international agreements, laws and treaties were violated to which the US is a signatory. But in your ignorance and lust to politic for your tribe, you consistently put aside any search for truth and substitute salacious bullshit distortions and fabrications.
