Where do you get that from? "Someone" doesn't need to distribute wealth, wealth is naturally distributed through commerce. The measurement of where that wealth goes is what causes a statistical distribution of wealth. This is an acceptable and natural part of a capitalistic system... However when the stats get skewed in a way that causes an unfair advantage that takes away the opportunity for the poor or small businesses owners to achieve success then restrictive measures need to be taken.
