I thought slavery was outlawed more than a century ago. What's going on here?
Well, the Home Secretary says there are between 10k and 13k held in “modern slavery” and wants The Modern Slavery Act approved.

Far too easy for foreign nationals to bring their slaves in as that majority of recent cases show. Evenly split between sex slaves and unpaid workers.
