If Texas is smart they won't secede. They'll kick the rest of the states out as Texas is about the only one representing the USA.

That's two major policy shifts right there that will have an immediate effect on the economy, and that's why neither one of those things will happen. The oligarchy likes making more money and Obama is more than happy to help them do it.
