Isolationism is a defined term with three parts:
1 non-interventionist military policy
2 Trade protectionism
3 no immigration
Dr Paul believes in a non-interventionist foreign policy, but he believes in free trade, and controlled immigration. The other candidates favor trade tariffs, sanctions, currency manipulation, and walls on our borders, while promoting military adventurism.
By definition Dr Paul is the least isolationist as he only meets one criteria while the other candidates meet two.

Apparently, not wanting to fight 5 meaningless wars simutaneously makes him an isolationist.
