That would be Barry, by sending out Loretta Lynch to threaten US citizens with legal punishment if they exercise their 1st Amendment Right after terrorist attacks in the US, who can't bring himself to say 'Islamic extremism', who called a terrorist attack a case of 'workplace violence', who lied about a terrorist attack on Americans being a 'protest over a video'.

Syria has been a Russian 'toaddy' and a terrorist playground for decades.

ISIS rose in power because Barry embarrassed himself with his 'Red Line', wanted to make amends, became so focused on Syria that he was willing to supply, arm, finance, and even train ISIS in return for a promise to help overthrow Assad. He was so focused on this and so gullible that he allowed ISIS, who he defended by calling a non-threat 'JV Team' waltz into Iraq without opposition and start taking territory our military had already liberated at great cost.

NOW Barry has sent more American troops in...again...to try to help re-take and re-liberate Iraq because he could not protect what he had been entrusted with and does not want his legacy to be the man who 'lost' Iraq.
