This issue is just about the North End. There are lots of places with outdoor dining in Boston.

They must have decided that at one of their “no whites allowed” parties.
 
The issue is that the streets are very narrow in the North End, and outdoor dining makes navigating by car or truck (or, at the same time, by foot) pretty tricky. Not impossible, but tricky.
