How does the reputation cycle work? I keep getting the message "You have given out too much Reputation in the last 24 hours...", even though at this time yesterday I had given out a good number of reputations.

You are allowed to give 20 people reps in a 24 hr. period. Look at the time-stamp under your User CP. It takes a while to get onto it all.
