Iran was playing politics in Iraq...they pressured the Iraqi government to bring a number of lawsuits against US military personnel. The US had to ask for diplomatic immunity for the troops otherwise it'd be a PR nightmare at home. The Iraq government refused to give diplomatic immunity, so the US had to leave.

The U.S.–Iraq Status of Forces Agreement, signed by Bush in 2008, called for the withdrawal of ALL US military personnel by Dec 30th, 2011. There would be no small force left behind.

The withdrawal is a two-phase process. The first requires the withdrawal of all U.S. combat forces
from Iraqi cities, villages, and localities no later than June 30, 2009; the second requires the
withdrawal of all U.S. forces from Iraqi territory no later than December 31, 2011.
