It is paid for (theoretically) by the social security trust fund. However, the first beneficiaries had it provided to them by subsequent generations. Later generations of recipients (even though they paid in) still had their benefits covered by ensuing generations.

In order for it to work, therefore, the system needs ever larger supplies of employees “paying in” to the system. Then, just like a regular old Ponzi scheme, the whole house of cards collapses when there are more folks cashing-out than paying in.

To the extent that social security depends on the contributions of today's workers yes, it mostly resembles a ponzi scheme. Since it's the government making it work, that's what we got. Notice that no government workers have social security. Hmmmm.
