Actually, no they don't. If a law is passed by Congress, then Congress has to be the one to revoke it.
If something is done by EO, it can be reversed by an incoming president if they don't like what was done. Trump reversing Obama's EO's is a prime example of how they don't have the force of law.

Anyway, his legislation has had far far more impact than most. For once, we are getting RID of damaging regulations and laws that amount to nothing more than special favors. Usually presidents do the opposite and put out more special favors at our expense.
