Paris open air urinals

Trying to figure out why the need?
Do they have people pissing on street corners or something?

Yes

So rather than give them something with some privacy, they stick it out in the open

They really couldn't spring for a basic enclosure?

Even from the waist down?

Doesn't this also discriminate against women who have to take a wizz? (they do make a device for this though)

I have one of those in my backyard

What you do in your backyard is no one's business.

However along the Seine it is an issue for everyone.

People who jump off bridges into a river in Paris are in-Seine.

I'm pretty sure I read about open air urinals in Paris decades ago. It was such a surprising concept to me that I never forgot it.
I'd much rather people be pissing in them than on the sidewalk or the shrubs. I thought Europeans were all open about these things.
If I remember correctly the first etiquette book written in Europe (circa 1500s) stated that it was rude to address a person while they were relieving themselves in public.
