Exactly. It's a different kind of road. It also probably took way, way, way, way longer to construct, and would have been relatively way more expensive.
 
There are better alternatives, but states don't want to pay extra.


Asphalt binders modified with ground tire rubber (GTR) have several positive qualities. Adding ground tire rubber to asphalt can contribute to improved rutting resistance, skid resistance, ride quality, pavement life and reduced pavement noise levels. Adding rubber to the asphalt liquid retards aging and oxidation of the resulting binder, which increases pavement life by lessening brittleness and cracking. Rubber-modified asphalt binders can be used in open-graded asphalt mixtures, which have reduced hydroplaning, vehicle spray and reduced pavement noise.

Even blacktop patching material from building centers that has added rubber is far better than straight blacktop. We use the "Bull Crete" brand, great stuff (don't even think about using anything else).

A better idea would have been to compare Roman cement. Roman cement had properties that weren't replicated until the late 1800s.
They STILL haven't been replicated. The docks in Naples are Roman. The edges are still sharp.

The Pantheon is still in excellent condition after standing as the largest free standing dome for almost 2,000 years.
