Exactly. It's a different kind of road. It also probably took way, way, way, way longer to construct, and would have been relatively way more expensive.

The Romans incorporated engineering wisdom from subjugated nations. The roads were a marvel of forethought and craftsmanship. They were well footed, well fastened and extremely well drained. Result? There are 2,000-year-old sections that are in excellent shape to this day. Amazing by anyone's standards.
 
Roman concrete is inadvertently self healing against cracks because of poor mixing....not because it was really engineered that way. And they are using that technique today in a few instances.

But we really don't want it for everything.

Most potholes are a result of moisture in the under road bed base. Which then causes the bed to settle lower and then the road itself forms a pot hole.

That highway from Boise to Horshoe bend has been notorious for falling apart down the sidecar the mountain since I can remember....that whole military town has issues keeping from being isolated from the rest of the world due to that road disintegrating every year. The military jets can always fly in or out but the highway? Especially in winter it gets very treacherous between the snow and the road just falling apart.
