They didn't say it, but that doesn't make it less true.
Your post would make more sense if you understood election demographics better.
Democrats would be pretty dumb to rely on that. White, middle class suburban areas are expected this year to have much higher turnout.
Inner city black neighborhoods have historically had a fraction of the voter turnout that other neighborhoods do. That turnout is expected to be even lower than normal this year.

Perhaps instead of hoping for a racially based voting block to support them, Dems might actually do something to stimulate job growth in the inner city?
