Given that we are able to do this kind of communication, I would deem it wise to have system in place to do it. There are emergencies that can affect the whole of the nation, such as a Carrington Event, Incoming, whether nuclear missile or asteroid, or the Fort Peck dam giving way, as was close to happening in 2011.

And who else would you have address the nation to warn of this type of event, other than the President.

It's not a kill switch, it's an alert. It's not the president doing it, it's the FCC.

And if you still hate the idea of the program that much, then root/jailbreak/hack your phone and get rid of the program. Done and done.
