Wetback is given a drivers license. He gets drunk - kills some kid on a bike or in a car and there is no recourse. He carries no insurance. He slides back over the border and that's the end of it. It has already happened hundreds of times in the US.

So, who is responsible? The State that issued the license? Good luck with THAT lawsuit. Nope, the state will tell you what a "tragedy" it is and then forget you.

down here they get a license but also have to pass the driving test and show proof of Ins. and registration if they own a car....the license is also marked as not to be used for Federal ID purposes...
