"tough on crime" is just a slogan that politicians need to parrot for the sake of satisfying Americans' need for revenge. That's carried to the extreme as capital punishment is demanded in America.

And 'tough on crime' has had the opposite of the desired effect, as is witnessed by America's completely failed justice and prison system.

As for the contrast, Norway has effectively been the toughest on crime, by eliminating crime!
