No licsense is needed, but membership in the National Guard should be mandated, since it's part of the 2nd amendment. You know, the well-regulated militia part that wingnuts always denies actually meaning anything, because they are more comfortable with mass murder then sane policies on guns.

National Guards of our states are the modern well-regulated militias. If you are in one, you should have a gun. If not, then not.
