A large part of the "Homeless" problem is because liberal do-gooders shut down the mental hospitals and tore down the "Skid Rows". They also tore down the housing projects in favor of just giving them a voucher and letting them move out to the burbs. We'd seen how well that worked out.
These people need to care about themselves, first. If you are having five kids by three different fathers, and expecting the government to pay for it all, you aren't engaging in self-care. That's the problem with the modern welfare state, it penalizes the good behavior (working hard, playing by the rules) with taxes and subsidizes the bad behavior with government benefits.
