He accepted the DOJ's preposterous belief that a sitting President cannot be indicted. That is why he suggested Congress act. Clearly he meant impeachment. Worth noting that the Republican candidate for President has averaged around 69% of the vote in Utah. Trump got 45.5%. that means a third of voters who backed Romney, McCain and George W voted for someone else.

The Mueller report found that Trump committed no crime. So the Trump haters will just pretend it pronounced him guilty on all counts.

1. The Trump campaign knew Russia wanted Trump to win and they did everything they could to provide support. Manafort discussed strategy and gave polling data to a Russian with ties to Russian Intelligence.

2. Trump did obstruct justice. That is why he urged Congress to act.

3. Trump ordered his aides to break the law. He was lucky that they did not follow his orders.
