I've noticed Liberals can become quite offended by the phrase and I can't for the life of me figure out why such a thing could be considered offensive to a real American.
The meaning and implication to me is clear....there were times when this country was better than it is today...let's work toward becoming the type of citizens we were during those times.

You're 100% right...

The only one that benefited in the 19th century were the robber barons that could kill you for protesting for higher wages and could control the entire industry.

-Life was shorter
-Life was harder
-Most people were as poor as india and lived on farms
-Standards in hospitals and health could kill you.
-Food could kill you
-Water could kill you
-Living to adulthood wasn't very good and people had to have lots of children for maybe 1 out of 2 to do so.
Women and non-whites had no rights

It wasn't great.

FDR new deal and the time after when it came to infrastructure, science, education and unions is probably the only time that was slightly better. In some ways of course...
