That's the whole thing. There's no evidence that the parents didn't sign permission slips for the trip. The whole thing is that this wasn't a special trip to jump into the middle of the protest. This was a field trip to the Rotunda, a normal thing in the state, and the kids happened to be there when the protesters were gathered.
